It was very dirty - lots of plastic bags flying on the wind
and bottles floating on the River Vardar -

Maybe people were used to having their throwaway garbage disintegrate and return to the earth -

but with the conveniences of modern life came permanent plastics...
and no clear system for disposal.

Maybe the people hadn't changed but the situation had.
